Full-Time Municipal Irrigation District Management
PURPOSE OF POSITION:
Responsible for all operations of the District including planning, organizing, developing and implementing comprehensive management actions to achieve the policy and program objectives established by the Board of Directors.
ESSENTIAL JOB FUNCTIONS:
- Responsible for the effective direction, operation and control of the key activities of the District including: irrigation operations, financial operations, human resources administration, governmental affairs and public information activities.
- Anticipate, identify and present policy issues to the Board of Directors.
- Ensure policies and procedures remain within guidelines established by the Board of Directors and update when necessary.
- Develop long-range objectives consistent with the mission of the District and update annually.
- Plan, direct and coordinate the District’s work plan through subordinate level managers; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.
- Establish appropriate service and staffing levels within District policy; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate accordingly.
- Provide effective procedures to select, promote and develop employees for key activities in the District.
- Assess and monitor work load, administrative and support systems and internal reporting relationships; identify opportunities for improvement and direct and implement changes.
- Ensure an environment that encourages initiative and recognition of effort for all employees.
- Establish realistic, attainable performance standards and take corrective action when standards are not being met.
- Oversee and participate in the development and administration of the District’s operational and capital budgets; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Review and propose annual budgets and control implementation within approved levels.
- Serve as District Purchasing Agent.
- Represent the District to other departments, elected officials and outside agencies; coordinate District activities with those of other departments and outside agencies and organizations.
- Represent the District and actively participate in local, state and federal legislative efforts pertaining to District interest, including testimony, drafting language and communicating with elected officials and agency staff.
- Provide staff assistance to the Board of Directors; participate on a variety of boards and committees; prepare and present staff reports and other necessary correspondence.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of water distribution management.
- Respond to and resolve difficult and sensitive patron inquiries and complaints.
- Coordinate legal affairs of the District with Legal Counsel.
- Perform related duties and responsibilities as required.
JOB QUALIFICATION REQUIREMENTS:
Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. Typical way to obtain the education, experience, knowledge and abilities would be:
Education: High school diploma or equivalent. Bachelors degree in Business Administration, Public Administration, Engineering or closely related field.
Experience: A minimum of five (5) years increasingly responsible professional managerial experience in a public or private entity, with a minimum of (5) years in a related technical field.
Must demonstrate the following competencies:
- Ability to establish and maintain effective working relationships with the Board of Directors, staff, patrons and others contacted in the course of work.
- Knowledge of modern public administration principles and practices, including policy formation, program planning implementation and evaluation, budgeting, personnel administration, problem identification and conflict resolution.
- Knowledge of operations, services and activities of a comprehensive water distribution program.
- Knowledge of pertinent federal, state and local laws, codes and regulations.
- Ability to analyze problems, identify alternative solutions, identify project consequences of proposed actions and implement recommendations in support of goals.
- Ability to plan, organize, direct and coordinate the work of lower level staff.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to negotiate and collaborate with others to achieve objectives.
- Ability to maintain the mental capacity to allow for the capability of making sound decisions and to demonstrate appropriate intellectual capability.
- Ability to maintain a physical condition appropriate to the performance of necessary duties and responsibilities.
- Ability to use Microsoft applications including Excel and Word.
A valid Oregon driver’s license is required. Employee must have a safe driving record.
The employee works under the general policies and objectives of the Board of Directors. The District Manager is expected to function with independence of action in developing specific program goals and content and appropriate operational procedures and methods of accomplishing Board policies and objectives.
This position directly supervises three positions: Office Manager, Field Supervisor and Ditchriders.

While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee must use hands to finger, handle, and operate a variety of office equipment. Occasionally the employee must lift and / or move up to 25 pounds. The employee must have hearing and vision within normal limits. Specific vision abilities required by this job include close vision and the ability to adjust focus.
TOOLS AND EQUIPMENT USED:
Office equipment including a computer, printer, copier, fax machine, and telephone. Software skills needed to perform daily duties include: Excel, Word, Adobe. Employee must also be able to navigate and use internet-based programs, website communications and texting applications.

Usually the work environment is a normal office setting, but field work may also be required. Noise level is usually moderate, but occasionally loud due to a large volume of phone calls or patron visits. Employee is required to work in a variety of environments depending on the requirements of the specific task at hand.

FLSA STATUS: Salary – Exempt
$100,000 – $110,000
Benefits: Full employee and family medical, dental, vision after 30 days
